How UGEAC Seat Allotment Works
UGEAC seat allotment is a computerized process that uses your locked choices and state rank to allocate seats. The BCECE Board runs a software algorithm that processes every candidate preference list in order of merit rank.
Allotment Algorithm Logic
- Candidates are sorted in ascending order of their UGEAC merit rank.
- The highest-ranked candidate gets their first choice (if seat is available).
- The next candidate is processed, and the algorithm scans their choices from top to bottom.
- The first choice with a vacant seat is allotted. If no seats are available in any listed choice, the candidate is unallotted.
Round 1 Allotment
Round 1 is the first seat allocation stage. All candidates who successfully registered and locked their choices are eligible. Key aspects of Round 1:
- Allotment Publication: BCECE publishes a provisional allotment list on the official portal with candidate names, allotted college, and branch.
- Response Required: Allotted candidates must log in and choose one of the following options: Freeze, Slide, or Upgrade.
- Physical Verification: Candidates who choose Freeze must visit a designated reporting center for document verification.
- Non-Allotted Candidates: If you do not receive a seat in Round 1, you are automatically considered for Round 2 with the same locked choices.
Freeze, Slide & Upgrade Explained
These three options determine your participation in subsequent allotment rounds. Your choice has significant consequences for your final seat:
Freeze
You accept the allotted seat and exit the counselling process. No further rounds will be considered. You must complete document verification and fee payment.
Slide
You keep the current seat but remain in the pool for a higher-preference college and branch combination. If a seat opens at a choice listed above your current allotment, you are upgraded.
Upgrade
You vacate the current seat and enter the fresh allotment pool for Round 2. You risk losing the current seat if no better option becomes available. Use cautiously.
Round 2 Allotment
Round 2 processes candidates who chose Slide or Upgrade in Round 1, plus unallotted candidates from Round 1. The same locked choices are used — you cannot modify them between rounds.
- Vacant Seat Pool: Only seats vacated by candidates who chose Upgrade or did not report for verification are available.
- Upgraded Candidates: If you chose Slide and a better option becomes available, you are upgraded. You are notified via the portal.
- Fresh Allotment for Upgraded: If you chose Upgrade, you get a fresh allotment. If no seat is available, you may become unallotted.
- Final Online Round: Round 2 is typically the last online round. After this, only the offline mop-up round remains.
Offline Mop-Up Round
After Round 2, any remaining vacant seats are filled through a physical mop-up round conducted at the BCECE Board office in Patna. This round is entirely offline:
- Eligibility: Candidates who registered for UGEAC but did not get a seat in online rounds, or did not participate earlier, can attend.
- Process: You must be physically present at the BCECE office. Seats are allotted on the spot based on rank and availability.
- Document Verification: Bring all original documents. Verification happens at the time of allotment.
- No Online Option: There is no online participation for the mop-up round. Physical presence is mandatory.
Seat Withdrawal & Refund Policy
If you decide to withdraw from UGEAC counselling after receiving a seat, the refund policy depends on when you withdraw:
- Before Round 1: Full refund of the registration fee minus processing charges.
- After Round 1 but Before Round 2: Partial refund (approximately 50% of the registration fee).
- After Round 2 or Mop-Up: No refund. The full counselling fee is forfeited.
- Post-Verification Withdrawal: If you vacate a seat after physical verification, you may face a penalty and lose the counselling fee entirely.

Frequently Asked Questions
Can I change my choices between Round 1 and Round 2?
No. Once you lock your choices before the Round 1 deadline, the same choices apply to Round 2 as well. No modifications are allowed between rounds.
What happens if I do not respond to Round 1 allotment?
You will be automatically considered for Round 2. However, if you do not respond by the Round 2 deadline, you will be removed from the counselling process.
Is the offline mop-up round conducted every year?
Not necessarily. The mop-up round is only conducted if seats remain vacant after Round 2 online allotment. In some years, all seats are filled by Round 2 itself.
Can I participate in the mop-up round from a different city?
No, the mop-up round is conducted exclusively at the BCECE Board headquarters in Patna. You must be physically present.
Do I need to pay any additional fee after seat allotment?
Yes, after accepting a seat, you must pay the college admission fee (tuition fee + other charges) at the allotted institution as per BEU fee structure.
